Part 1: FEMA Interagency Recovery Coordination

The Interagency Recovery Coordination (IRC) overview will introduce and explain how FEMA’s IRC brings together knowledge and skills from across the federal government to deliver integrated disaster recovery support through a whole-community approach to recovery.

IRC’s mission is to coordinate federal agencies' recovery support to work alongside State, Local, Tribal, and Territorial (SLTT) partners to support their long-term recovery efforts and planning.  If communities have or haven’t yet experienced disasters directly, knowing their options to facilitate their community’s recovery is essential both before and after a disaster.

About the presenter:

Laura Curvey is a Federal Disaster Recovery Officer (FDRO) for FEMA. The FDRO position unifies and coordinates expertise and assistance programs from across the Federal Government as well as nongovernment partners to facilitate resource coordination and technical assistance to state, local, territories, and tribes.   
 
Laura Curvey’s background is in urban planning, research, and emergency preparedness.  Laura Curvey’s educational background includes a B.A. in Biochemistry from the University of Iowa (1998), a master’s in urban planning (MUP) from the University of Illinois Urbana-Champaign (2008), and a Master of Science (M.S.) in Homeland Security from San Diego State University (2019).   Her career began serving seven years as a C-130 Navigator for the United States Air Force, she then spent over two years as a Peace Corp Volunteer in Burkina Faso in public health. Upon her return to the United States, and following her MUP, she worked seven years in research and project management for the U.S. Army Corps of Engineers Engineering Research and Development Laboratory - Construction Engineering Research Laboratory (USACE ERDC-CERL) studying energy and water conservation and climate change impacts on Army installations.  In 2016, she moved to San Diego to begin her M.S. and work for the County of San Diego as a Senior Emergency Coordinator where she coordinated disaster preparedness for hazards ranging from wildfires, floods, earthquakes, tsunamis, riots to nuclear fallout. Her area of focus was critical infrastructure failure planning.  In 2019 she was hired by San Diego Gas & Electric utility as their Senior Emergency Planning Program Advisor where she coordinated their COVID-19 plan, cyberattack plan, and business continuity program.   
 
Laura joined FEMA in October 2021. She has held IRC recovery positions as Community Assistance (CA) Group Supervisor for Hurricane Ida, and Hurricane Ian for Louisiana and Florida respectively. Laura served as FDRO for the State of Tennessee in its recovery from severe weather events in 2023 and 2024.  Laura currently serves as the FEMA Region 5 FDRO and is supporting the State of Illinois’s Emergency Management Agency in their efforts to manage recovery for communities impacted by severe weather events from July 2024.
